本片讲述了主人公格苏为了世间正义，一心想要找到猴王斗战胜佛的下落，以推翻混世顽猴六耳猕猴的残暴统治。在寻人的过程中，他逐渐发现斗战胜佛的失踪，与暗菩提想要突破封印，重新掌控三界的阴谋有关，而六耳猕猴也只是被暗菩提利用的一颗棋子。最终在神女女魃的感染和帮助下，格苏突破自我，阻止了封印之门的开启，成为真正的英雄。

《不能犯》改编自宫月新原著、神崎裕也作画的同名漫画，里面的主人公“电话亭之男”（松坂桃李）是一名类似于《死亡笔记》中夜神月的暗黑英雄，专杀那些本身有罪但没有受到法律惩戒的人。
